History

-during Russia's Wars > Baltic War of Independence (1898-1902), the German elite dominated Landtags united as single congress and declared independence as Duchy of Baltenland

-and had soldiers to enforce it despite disgruntled peasants and workers

-and supported by Prussian government and German volunteers

-the Prince of Orange elected Duke

-after under-the-table negotiation in return for quenching land claims in Germany

-sees an era of industrial boom with a lot of peasants moving into the city

-then in 1916 a strike turned into a revolution
